Representing Developers, Industry Groups and Stakeholders at the Georgia Public Service Commission

Representation Before the Georgia Public Service Commission

I represent developers, industry groups, utilities, investors, large energy users, and other stakeholders in matters before the Georgia Public Service Commission (PSC). I help clients navigate regulatory proceedings, manage risk, and position projects for approval in an increasingly complex policy environment.

Experience with Georgia PSC Proceedings

I have substantial experience with proceedings before the Georgia PSC, including:

  • Georgia Power Integrated Resource Plans (IRPs) – testified in two IRP proceedings and prepared witnesses in a third

  • Georgia Power Rate Cases – participated in regulatory proceedings affecting rates and cost recovery

  • Avoided Cost Docket – experience with PURPA-related issues and avoided cost determinations

In addition, I served as Policy Chair for the Georgia Solar Energy Industries Association (SEIA), where I worked closely with stakeholders and policymakers on energy policy and regulatory matters in Georgia.

Representative PSC Matters

I advise clients on a wide range of issues arising in PSC proceedings, including:

  • Rate cases and cost recovery proceedings

  • Integrated Resource Plans (IRPs) and resource planning issues

  • Interconnection and transmission-related matters

  • PURPA / Qualifying Facility (QF) issues and avoided cost proceedings

  • Regulatory strategy for solar and battery storage projects

  • Participation in contested proceedings and stakeholder processes

Strategic, Business-Focused Counsel

PSC proceedings are not just legal exercises—they are strategic processes that can materially impact project economics, timelines, and long-term viability.

I work with clients to:

  • Develop regulatory strategies aligned with business objectives

  • Coordinate with technical, policy, and commercial teams

  • Identify risks early and position projects for favorable outcomes

  • Communicate with PSC commissioners and staff

  • Coordinate with regulated utilities that are subject to PSC jurisdiction

Why Clients Engage Me

Clients value a combination of:

  • Regulatory experience before the Georgia PSC

  • Industry background in solar and storage development

  • Practical, business-oriented advice

Having served as both General Counsel and CEO of a solar development company, I understand how PSC decisions affect real projects—not just legal theory.
